I know this happens when you open the same link twice.
Now I'm getting it when I select all the clickable links from my dynasty exchange page (even the first time I do it that day).

Does it mean that 2 people have the same link up? (though I get it more than twice - before refreshing the list)

I've had this happen also. I know I hadn't visited before because I had refreshed the page after clearing the ones I'd already clicked & closed.

I already mentioned this matter, there are a few links that need more time, got no answer from Stan so far, I guess he has more important matters to handle atm
