I am working with another dynasty right now trying to add a member while the other dynasty is at a limit.
Right now the other dynasty displays at the bottom of the screen:

Total 349 members in alliance.
But when I try to accept a member joining my alliance it tells me:

You cannot accept more members and have ally with (Dynasty) at once.
(Dynasty) have 350 members in their alliance.
Is the formula different depending on which place it is displayed?
Does either formula include people trying to join? (I have had the error message before claiming that dynasty had 355 members.)
Does the formula for accepting already add the 1 new member to the total to get 350, in which case, it should check for less than or equal to 350 instead of less than?

I have no idea why 349 at the bottom of the dynasty exchange is full, but I'm sure someone who knows will come along and answer that. I do know, that number doesn't change for us if we get a joiner, only when that joiner has been accepted.
I don't believe that joiners are added to the other message. We were getting a message with 355 last night (Australian time). The number varied between 350 and 355 before it finally settled at 352.
From what I could tell the number of joiners didn't change when I checked them at 355 and 352. Of course, I may not have an updated alliance list, but the total joiners were at about 10, and the total number of dynasties I checked added to around 360 with those joiners, which is why I believe they're not added.
MUSHpark, If i am not wrong, then i can tell you something about this.
Just think, you have 4 Dynasty.
Dynasty A
Dynasty B
Dynasty C
Dynasty D
So, if any dynasty has 350 members, then you are not allowed to accept another one. May be - Dynasty A, Dynasty B, Dynasty C or Dynasty D has 350 members right now. If they lost one member, then you will be able to accept another one And same for others too. If your Dynasty has 350 members, then others 4 Dynasty would not be able to accept another one
So, if any dynasty has 350 members, then you are not allowed to accept another one.

Everything you said is correct, but didn't really answer the question. In your example, Dynasty A only had 349 total alliance members but the error message told me they had 350.
It looks like Yarold is looking into it, though, so that's good enough.
