Shogun Power.

A shogun dynasty canceled one of our alliance.

Shogun has a power to it?

Completely wrong.

Should be permitted only emperor and kampaku.

Yes, a Shogun has the power to do that.
So if you dont want a member to cancel Alliances or make Alliances, better dont make members Shogun.
There is another rank below Shogun, called Daimyo. A Daimyo can not do that!

I limit number of shogun.
