I was reading a little on it and saw that some people have a problem with the peasants not counting towards dynasty average and such (which I consider a good thing) because they feel it will cause people to collect peasants to add more links to dynasties care free, so why not add a maximum of 10 peasants or so per dynasty, that should fix everyone's problems with it because to have a new one you will have to promote someone worthy of being daimyo or kick someone who is wasting space to add a new peasant =]

attempting (and likely failing xD) to keep with your metaphor the peasants would be more like the potato peelers until they can be trusted with the stove, daimyo's the pot stirrers, shoguns the chefs and the emp/kap the head chefs =]
