I have 0/34 0% Care.
So i turn off All links and hat click all links and then goto profile tur on all links and hat but i don't get any links to click even if there are they are not goto Hat.

You will need to increase your care rating to 25% before the action links are available again. If you want to improve your care rating you will need to leave all links and hat on all the time, so that you receive the HAT. It will show up instead of another link. If you're not getting action links then it can only show up instead of a non-action link.
