You're account isn't banned. You're password has been stolen and these people changed your password.

Try a password recovery, I don't think they've changed your e-mail. So that should still work. You couldn't use same e-mail when you made new account.

Do passwor recovery again, I've changed your e-mail for your old account back, you can use your account again.

Please change your password to a new 1, not the same as you used before.
