Post subject: Happy Hours?

I've browsed back several pages and dug around for FAQs, but I can't seem to find a definitive answer (maybe I'm just oblivious) - when are HH? I heard something like 7am, 5pm and 11pm CST (GMT-6), but that hasn't proven right so far....

Anyone?

In server time there are Happy Hours at 06:00, 19:00, 20:00 & 00:00 - depending on who your dynasty is allied to.

I'm not sure I understand? How do the times change depending on your allies?
