I mean is it only x number of alliances you can allied or is there a limit for actual number of members?

A limit for actual number of members, which is 400, (including own dynasty)

uhm then let's imagine this a dinasty has it's maximum (400) and one of it's allies recruits someone. do you keep 401 or does the site ends the alliance or something?

Alliances are not ended automatically.
You can accept new members yourself until you reach 400.
Your allies can accept new members until you reach 410.
So even if you are at 400, your allies can still accept some new members, but you can't anymore.
As soon as you are at 410, you are blocking your allies from accepting new members and that will of course make your allies angry. If they are patient they will ask you to kick some members or drop an ally. If they are not patient, they will drop you to solve the situation.
So my advice: always keep a safe buffer so you won't ever block your allies. It keeps everyone happy
