When i just started with my dynasty , I send a moderator (bella) a pm and ask her, she pm me back, that she would make a forum for my dynasty. So my advice is, pm one of the moderators, I am sure it comes good for you  .

That's what I thought, I was just wondering if there was a specific number so I didn't bug you at 10 members if the minimum is 15 or something.
