I yesterday had the problem, that I had to many mails in the outbox and could not send more of them 
I also am in contact with nearly all of my members and definately need more mails

better is a shogun mail option, maybe 1 each day and a dynasty mass mail option 1 each day. so the emp can send each day 1 mail to shoguns and when its needed 1 mail to whole dynasty.
